4:30 a.m. – Rachel Ann Gandrud, 41, was cited for a Lebanon Municipal Court warrant for failure to appear II on an original charge of trespassing II, and a Linn County Circuit Court warrant for failure to appear on an original charge of unauthorized used of a vehicle.

4:52 a.m. – Daniel Joseph Maurice, 26, was cited for a Lebanon Municipal Court warrant for contempt of court and a Sweet Home Municipal Court warrant for criminal driving.

5:53 a.m. – Christopher Edgar, 32, of Lebanon, taken into custody on outstanding warrant, 400 block Weldwood Dr. Report taken.

8:40 a.m. – Report taken for theft of tools, D St.

10:04 a.m. – Caller reported BB-sized holes in second-story window at KidCo Head Start.

10:58 a.m. – Caller reported a dog attacked her service animal at Walmart. Surveillance shows a red dog run across the parking lot and attack the caller’s leashed Russian terrier. The terrier has a wound on its paw.

12:27 p.m. – Employee of Albany/Eastern Railroad reported a tent set up on property, Weldwood Dr.

12:37 p.m. – A male was in the court bathroom for almost an hour and then entered the police department lobby to report a found a cash register in an alleyway with $40 and change in it. It was determined Amazing Thai Restaurant threw the register out but didn’t realize money was still in it.

12:45 p.m. – Damien Allen Jones, 44, was cited for a statewide felony Multnomah County Circuit Court warrant for manufacture/delivery of a controlled substance.

3:49 p.m. – A male was cutting roses at Ralston Park. He said it was a public park and he could cut roses if he wanted to, and that he knows the Garden Club president, which manages the roses. The president said she did not know the male and no one should be cutting roses.

5:05 p.m. – Report taken for attempted theft of chop saw from open garage, 4 th St.

5:53 p.m. – Caller reported a male was trying to drag away the ladies port-a-potty, 5 th St. Responding officer reported it was a Best Pots employee servicing the toilet.

5:56 p.m. – Report taken for theft of tools, batteries and keys from truck, Gilbert St. Loss valued at $1,100.

6:58 p.m. – Caller reported theft of a tire gauge from vehicle, 7 th St.

8:07 p.m. – Caller reported she had her car towed to a mechanic for a diagnosis for repairs, Market St. The mechanic is now asking double the original price and refusing to return the car until she pays.

10:30 p.m. – Christopher Turnwall was charged with disorderly conduct, harassment and strangulation, 4 th St.

12:46 a.m. – Caller reported a “scruffy looking” male was dragging something behind him and yelling, 10 th St. Responding officer contacted a male in a chicken costume who said he was yelling at himself. His bike broke and it scared his cat, causing the cat to pee on him.

4:03 a.m. – Sonny Allen Agrelius, 25, was cited for a Linn County Circuit Court warrant for unauthorized use of a vehicle, and a Lebanon Municipal Court warrant for failure to appear.

4:04 p.m. – Deputies responded to report of single-vehicle crash in 31200 block 1 st St. 17-year-old male arrested for driving under influence of intoxicants. Two individuals transported to hospital with “minor injuries,” according to Sheriff’s log. Report taken.

9:57 a.m. – Caller reported a male who was facing the waterfall for Boulder Falls Inn on Mullins Drive had his pants all the way down to his ankles. A responding officer made contact with David Phillip Reeder, 62, who was mostly nonverbal. Reeder tied his hospital pants better so they wouldn’t fall down.

1:41 p.m. – Caller reported his neighbor on Kimber Court complains about how loud his children are and recently threatened to quiet the children down himself. Caller is concerned about the neighbor’s escalating behavior.

1:49 p.m. – Report taken for an allegation that a 15-year-old male used a female’s phone to send videos of her and nude photos of himself to himself. The female feels violated and wants to pursue criminal charges.

2:11 p.m. – Caller reported a new caregiver appears to be dealing drugs out of her residence.

4:11 p.m. – Caller reported theft of her black 1996 Chevy Blazer, E St. She saw it being driven off while she was returning from her morning walk.

8:30 p.m. – Report taken for vehicle crash, Hiatt St. Schrene Marie Worley, 53, was cited for driving while suspended and uninsured.

9:17 p.m. – Two males were trespassed from Safeway for a year for driving carts around the parking lot and throwing things. The subjects then became involved in other peoples’ argument and allegedly showed a gun. The officer determined it was an Airsoft gun that looked real.

10:32 p.m. – Caller reported that female had spread garbage from trailer onto ground as payback for an ongoing civil dispute. Alleged perpetrator gone when deputies arrived in 31800 block Stoltz Hill Rd.

10:40 p.m. – Callers reported a large fight, 12 th St. Officer was told several cars pulled up to a residence and tried to start a fight with the juvenile.

10:58 p.m. – Officer initiated contact at a parking lot on 5 th St where several cars were located. A juvenile was climbing a light pole. All subjects left.

2:25 a.m. – Caller reported an intoxicated male drew a sword during a fight, Weirich Dr. The subject told an officer the fight was about a person saying a 12-year-old girl was cute. He threw the sword aside to avoid using it in the fight.

6:25 a.m. – Report taken for theft of 2011 Yamaha dirt bike from an open garage, D St. Loss valued at $6,000.

8:18 a.m. – Aaron Coldiron was cited for a Lebanon Municipal Court warrant for failure to appear on an original citation.

10:08 a.m. – A subject only identified as Richter was cited for an Oregon State Parole Board warrant for parole violation.

10:12 a.m. – A male reportedly became angry when he entered a store on Santiam Hwy. to get cash for his bottles and cans collection and learned the machine is broken. He grabbed a sunglasses display case and tore it to the ground, damaging many of them.

10:33 a.m. – Caller reported a dog locked in a vehicle has been barking since 6 a.m., F St. It was reported it might be an earlier report of a missing dog. Dog was returned to owner two hours later.

11:34 a.m. – Caller reported he was in a verbal agreement to sell his car to a male, but he never received payment and a bill of sale was never made. The male later said he decided he didn’t want the car, and it had been impounded as abandoned. The caller wanted to report the vehicle as stolen and not pay an impound fee.

12:28 p.m. – Jessica Marie Jones, 39, was cited for a Lebanon Municipal Court warrant for probation violation DUII.

1:16 p.m. – Caller reported a city employee took his backpack, wallet, cell phone and sweatshirt from a picnic table at the skate park. The employee, Jody Williamson, said he always throws out trash left at the parks, and admitted to taking the reported items with the intention of throwing them out. When advised he should be cautious about throwing away found personal property, Williams responded, “Arrest me then. I do it every day.” The caller followed the employee to Strawberry Plaza and retrieved the backpack and phone, but didn’t get the tablet. Officer retrieved the tablet and sweatshirt from Williams and returned to the caller.

1:45 p.m. – Report taken for theft of lag bolts and gas cylinder, Santiam Hwy. Loss valued at $135.97.

2:07 p.m. – Caller reported she shares a carport with her neighbor, Main St. The neighbor moved some bricks that the caller had put up as a dividing line.

5:48 p.m. – Felisia Pecue, 31, of Lebanon, cited and released on warrant, cited for driving while suspended, driving uninsured and driving without ignition interlock system, Russell Dr./Fuller Ln.

6:50 p.m. – Natalie Ann Adams, 24, was cited for driving while suspended and uninsured, Walker St.

10:09 p.m. – Caller reported someone dumped ice cream on his car and drew a penis, Santiam Hwy. Video shows the caller’s female friend smearing ice cream on the car. Caller said he wants to pursue criminal mischief charges. Report taken.

10:22 p.m. – Report taken for a smashed car windshield, Rose St. Damage valued at $1,200.

12:11 a.m. – Caller reported they heard a gunshot, then saw neighbor with a flashlight in the backyard, Wassom St. The neighbor told an officer they used a BB gun to shoot at a possum that was eating their cat food.

2:17 a.m. – Caller reported they were bitten on the back of their arm by a dog, Santiam Hwy. She said she was walking across the parking lot with her small dog near the Chevron gas station when an off-leash dog charged her. Medics said she may need sutures. Nicklaus J. Glasser, 32, was cited for dog at large. The dog was impounded as a dangerous dog, due to injury.

2:29 a.m. – Caller reported hit-and-run in which calf was killed, 29600 block Fairview Rd. Calf valued at $500.

2:41 a.m. – Nicklaus J. Glasser, 32, was cited for a Lebanon Municipal Court warrant for failure to appear on an original citation.

12:43 p.m. – Report taken for theft of welder, Santiam Hwy. Loss valued at $1,749.

1:16 p.m. – Caller reported damage to business signs, Park St. Loss valued at $100.

3:13 p.m. – Report taken for vehicle crash, Weldwood Dr.

5:23 p.m. – Caller said she is seeing people she knows are not actually there. When asked about weapons, she said she has serving spoons, but she’s not going to use them. She was given a ride for mental evaluation.

7:06 p.m. – Luis Valencia-Vasquez, 23, of Albany, cited for speeding, 88/55, driving uninsured, Hwy. 34/Steckley Rd.

9:12 p.m. – Aric Lugo, 33, of Lebanon, arrested and lodged at Linn County Jail for violation of restraining order following report of trespassers in 30300 block Fairview Rd. Report taken.

11:22 p.m. – Hunter James Evans was cited for driving while suspended, Oak St.

11:46 p.m. – Schrene Marie Worley was cited for driving while suspended, driving uninsured, improper display and no ignition interlock device, Hiatt St.

11:56 p.m. – Report taken for hit and run, 5 th St. Fernando Jose Urbina Melgar, 18, was taken into custody for DUII.

5:33 a.m. – Caller reported a male came into their apartment and attacked a friend, Grant St. The friend was uninjured. The suspect, Adam J. Walls, 44, was taken to Lebanon Community Hospital on a police officer hold.

10:04 a.m. – Tools reported stolen from business, 29400 block Santiam Hwy. Report taken.

11:58 a.m. – Four handguns, ammo and shooting equipment reported stolen from 900 block Nelson Ave. Report taken.

1:10 p.m. – Crash reported in 38800 block Lacomb Dr. Report taken.

2:01 p.m. – Caller reported theft of old gas out of a sitting boat, Sherman St.

2:07 p.m. – Lauraina Dearden, 34, of Redmond, cited for multiple moving violations, Rock Hill Drive/Sand Ridge Road.

2:20 p.m. – Caller reported criminal mischief to building. 36900 block Langham Lane. Report taken.

6:41 p.m. – Report taken for theft of back plate off vehicle, Walker Rd.

7:30 p.m. – Caller reported theft of Huffy bicycle from bike rack, 2 nd St. Loss valued at $168. Caller reported the bike was identified on a neighbor’s back porch and is seeking retrieval of it, and said charges will be pursued if a suspect can be identified.

7:47 p.m. – Caller reported a “strickner in his stomach is talking to him and he can hear a man’s voice and it’s scaring him.” The subject was at the hospital with his mom to receive mental health treatment. The subject was polite but said he was hearing voices and gunshots through his stomach. He pleaded to go somewhere safe because he was hearing voices and there was a rat in his stomach.

8:38 p.m. – Caller reported her father, who suffers from “severe dementia,” according to Sheriff’s report, was driving around, 33700 block Old Bellinger Scale Rd. Prior to deputy’s arrival, father returned home. Deputy was told that daughter had removed fuses, keys for vehicles so he would not harm himself in future.

2:41 a.m. – Officer spotted a vehicle moving and when the driver saw the officer, he turned around and parked, Maple St. Two males walked away. The vehicle contained a battery drill, gas can and hose.

5:22 a.m. – Caller reported someone had gone through her and her neighbor’s trash, and spread garbage everywhere, C St. She found a bike on the ground nearby. Officer seized the bike and narcotics that were with the it. Report taken.

9:28 a.m. – Caller reported a female sleeping under a tree near Dutch Bros., Main St., and wanted her to be checked on. An officer made contact with Pamela Jean Smith, 61, who was doing fine, and Dutch Bros. didn’t mind her being there.

9:55 a.m. – Patrick Wilson, ##, of Salem, arrested on Marion County warrants. Lodged at Linn County Jail. 30100 block Horseshoe Loop. Report taken.

11:59 a.m. – Caller reported theft of lime green sweatshirt and duffel bag with military equipment from vehicle, 2 nd St. Loss valued at $270.

1:43 p.m. – Caller expressed concerns about cattle nursing on each other. Deputy responded. No crimes observed. 31700 block Berlin Rd.

4:45 p.m. – Caller reported that adult family member sent threatening message to caller’s husband through social media. Report taken due to suspect’s past criminal history, past aggression toward family members. 30900 block Ty Valley Rd.

7:17 p.m. – Patrick James Mallory, 29, was cited for a Lebanon Municipal Court warrant for failure to appear on an original charge of trespass II, and a Sweet Home Municipal warrant for failure to appear on an original charge of theft III.

9:35 p.m. – Caller reported multiple fraudulent attempted charges on her social security dispersment card.

10:19 p.m. – Valerie Palacios, 34, was cited for a Lebanon Municipal Court warrant for failure to appear on an original citation.

11:32 p.m. – Paul Allen Conklin, 32, of Newport, arrested on Benton County warrant for first-degree forgery, also charged with failure to report as sex offender. Transported to Linn County Jail. 39300 block Gross St.

3:40 a.m. – Pamela Jean Smith, 61, was sleeping at Strawberry Plaza and told to move because she was recently trespassed from parks for 30 days.

5:54 a.m. – Railroad employee asked for help to move along a transient sleeping behind property, 3 rd St.

10:34 a.m. – Caller reported trash can stolen, 38600 block First Creek Rd. Report taken.

12:01 p.m. – Garden club member reported roses at Ralston Park have been removed and some bushes damaged.

2:30 p.m. – Caller reported a cat has been in pickup for more than an hour and is concerned for its safety, Santiam Hwy.

5:58 p.m. – Report taken for theft of yellow 2001 Ford Mustang, Park St.

6:24 p.m. – Caller reported his vehicle was hit in an apartment complex parking lot, 7 th St.

8:12 p.m. – Valerie Palacios, 34, was cited for trespassing II, 2 nd St.

10:46 p.m. – William Clarence Deaton was given a warning for speeding 50/25, Airport Rd.

11:45 p.m. – Paul Allen Conklin, 32, was cited for driving while suspended and uninsured, Milton St.

11:50 p.m. – Caller complained about heavy foot traffic at a dwelling unit, and said he had a taser and would “go cook them with the taser,” Main St.

12:39 a.m. – Breanna Mansell, 28, cited and released on multiple failure-to-appear warrants, 32900 block Sand Ridge Rd. Report taken.

8:10 a.m. – Caller reported theft of two bags of cans from the driveway, Tangent St.

8:39 a.m. – Caller reported a neighbor’s bush on property line was shading his mom’s plants and causing issues, 12 th St. Police told them it was probably not an ordinance violation, but they will drive by to check it out.

8:41 a.m. – Caller complained about a large pool in the front yard of a residence without required fencing, Walker St.

9:11 a.m. – Albert Guo was detained and taken to Linn County Jail on a failure to appear warrant when he didn’t appear for his hearing that morning. The 22-year-old from New York was charged with two counts of first-degree sex abuse, two counts of first-degree sodomy and first-degree unlawful sexual penetration of an 11-year-old female. He posted $40,000 of a $400,000 bail on July 9.

9:59 a.m. – Report taken for theft of trailer, Main St.

11:18 a.m. – Mark Sloan was cited for an Albany Municipal Court warrant for possession of a restricted weapon.

2:17 p.m. – Caller reported their vehicle was egged and scratched, Wassom St.

4:19 p.m. – Caller reported dog in parked car during 90-degree temperatures, Santiam Hwy. Four windows were rolled down an inch or two, but officer determined it was not enough for such hot weather, and warned the owners about the potential for animal neglect charges.

4:26 p.m. – Caller reported panting dog in truck with windows up during 90 degree weather, Main St. Owner was located and he said he would to take care of the dog.

4:53 p.m. – Caller reported panting dogs in a car during 90 degree weather. Grocery Outlet employees paged twice for the owners, but there was no response. Officer made contact with an owner who said she would stay with the dogs while her husband finished shopping.

10:36 p.m. – Seth Anthony Bishop, 23, was cited for driving while suspended and failure to carry proof of insurance, Porter St.

10:59 p.m. – Pamela Jean Smith, 61, was cited for Linn County Circuit Court warrants for failures to appear on original charges of initiating a false report and other criminal citations. She was also trespassed from city parks for 30 days.

8:10 a.m. – Caller reported about 20 glow sticks were found in his driveway, Kokanee Way. He believes it’s related to an ongoing issue with his neighbor and was done as harassment.

11:28 a.m. – Savage Knapp, 31, of California, cited on warrant following report of domestic disturbance in 41700 block Upper Berlin Dr. Report taken.

1:22 p.m. – Jared Sveen, 22, of Portland, cited for speeding, 100/55, Mt. Pleasant/Bellinger Scale roads.

4:07 p.m. – 911 hang-up reported in 2300 block May Lane. Deputy arrived, learned 91-year-old female was learning to use cell phone, accidentally dialed 911 instead of 411. No emergency.

8:10 a.m. – Nicholas Glasser, 36, of Lebanon, cited on outstanding warrant, advised to leave property after caller reported illegal camping in 100 block Taylor St. Report taken.

8:40 a.m. – Driver failed to stop at intersection of Butte Creek Rd./Rock Hill Dr., drove through and his jeep overturned in adjacent field. According to Sheriff’s Office, Jeep was located directly across from Butte Creek Drive and down the embankment. The Jeep was on its top and not occupied. The Jeep appeared to have been headed west on Butte Creek when it failed to stop at the stop sign, proceeded through the intersection and over the embankment. The driver Trevor Tagle, 34, of Turner, was contacted by phone. Said he called for a tow, but it never arrived and he had an appointment to get to. Driver said he left the vehicle and was going to arrange a tow later in the day. Report taken.

9:23 a.m. – Caller reported theft of plants from his yard. 36700 block Honey Sign Dr.

1:50 p.m. – Lebanon Police located evidence of squatters living at 1740 S. 7 th Ave., which is county property.

3:39 p.m. – Caller reported a male subject pushing a cart was taking a picture of caller’s daughter, Oak Terrace Dr.

3:44 p.m. – Caller reported someone ripped off her light to the door and cut a hole in her screen, Elmore St.

5:45 p.m. – Lynette Irene Joh nson, 43, was cited for Linn County Circuit Court warrants for failures to appear on original charges of possession of methamphetamine and driving while suspended or revoked, a Lebanon Justice Court warrant for probation violation driving while suspended, and a Sweet Home Municipal Court warrant for failure to appear on an original charge of criminal driving.

6:08 p.m. – Patrick James Mallory, 29, was cited for a Lebanon Municipal Court warrant for failure to appear on an original citation.

6:36 p.m. – Jesee Bauldree, 48, of Scio, arrested for eluding on foot following traffic stop in 38100 block Weirich Dr. According to Sheriff’s Office, Bauldree fled when pulled over by deputy, but complied when deputy caught up to him. He was also cited for driving uninsured and arrested on warrants. Vehicle towed. Report taken.

7:50 p.m. – Myron Nowlin, 44, of Lebanon, and John Cole, 44, of Lebanon, cited and released on warrants. 2500 block S. Santiam Hwy. Report taken.

8:29 p.m. – Report taken for found gun, Santiam Hwy.

9:03 p.m. – Criminal mischief reported in 30600 block Pine St. According to Sheriff’s Office, caller left property for a few hours. When he returned, he found a hole drilled in the oil pan of his tractor, draining all the oil out. Damage is about $800. Investigation continuing. Report taken.

9:30 p.m. – Lawrence Lewis Agnot, 24, was charged with hit and run, and taken into custody for DUII, Park St.

3:07 a.m. – Jessica M. Jones, 39, was cited for a Umatilla County Circuit Court warrant for failure to appear.

9:16 a.m. – Janae-Lynn Marie Anderson, 24, was cited for a Linn County Circuit Court warrant for failure to appear on an original charge of possession of methamphetamine.

1:11 p.m. – Sheri Y. Bower, 49, was cited for a Lebanon Municipal Court warrant for failure to appear on an original charge of trespassing II.

2:22 p.m. – Michael Burkhart, 40, of Aumsville, and Amber Lacy, 47, of Lebanon, cited on warrants, 39300 block Griggs Dr. Report taken.

2:24 p.m. – Sheri Y. Bower, 49, was cited for trespassing, Santiam Hwy.

2:29 p.m. – Caller reported a female was flashing and cussing at him, Weldwood Dr. Jessica Jones was trespassed for one day from the business she was in.

2:48 p.m. – Tyler Edwin Niemeier, 36, was cited for a Lebanon Municipal Court warrant for contempt – driving while suspended.

3:37 p.m. – Ashley Ann Burnside, 36, was cited for a Lebanon Municipal Court warrant for failure to appear on an original charge of driving while suspended and uninsured.

3:51 pm. – Caller reported possible DUII at Waterloo Campground, 31200 block 1 st St. Driver was contacted by Sheriff’s Office, appeared to be dealing with mental health issues. Accepted guidance on park etiquette.

10:14 p.m. – Caller reported extremely loud music in area of Butte Creek Rd./Rock Hill Dr. Deputies arrived to find live band performing for customer appreciation party. Property owner agreed to reduce volume.
